3rd Party Tracers

I stumbled on an ad on craigslist for third party tracers morgage refund processors.  The company is Eagle Software Services (www.eaglesoftwareservices.com ).  The email I received regarding more information said that the software cost $39.95 and then you had to pay HUD for each state's listings.  Is this a scam or a legit deal?
